Mr. Sanders brings
twenty-five years of extensive experience in legislation, appropriations, and
management as related to the U.S. Department of Agriculture, Food and Drug
Administration, and the U. S. Army Corps of Engineers Civil Works programs.
Mr. Sanders served for four years as Clerk and Staff Director and nine years on
staff with the U.S. House of Representatives Appropriations Committee. He brings
to the firm a history of unique knowledge and working relationships with Members
of Congress, their staffs, and Executive Branch leaders. As Clerk and Staff
Director of the Subcommittee for Agriculture, Rural Development, Food and Drug
Administration, and Related Agencies, Mr. Sanders was responsible for a myriad
of programs totaling over $60 billion annually, including Food Stamps, school
lunch programs, rural development loans and grants, water and sewer loans and
grants, electric and telephone loans and grants, land-grant university
competitive and non-competitive grants, the Export Enhancement Program (EEP),
Market Access Program (MAP), General Sales Manager programs (GSM), meat and
poultry inspection, and pesticide residue projects. During his complete tenure
on the Committee, Mr. Sanders managed the Food and Drug Administration (FDA)
programs related to pharmaceuticals, medical devices, food additives and safety,
animal drugs and feeds, and biologics. Over this period, the FDA appropriations
increased from about $300 million to over $1.1 billion.
His additional congressional experience included the American Political Science
Association Congressional Fellow program, under which he worked for one year
with the House Appropriations Subcommittee on Energy and Water in the office of
a senior senator. While serving on the Energy and Water Appropriations
Subcommittee, Mr. Sanders worked with water projects including hydropower and
dredging of waterways and ports, and energy supply programs such as solar and
renewable, nuclear, fusion, and energy waste environmental management programs.
Previous to his tenure on the Appropriations Committee, he served in a variety
of positions with the U. S. Army Corps of Engineers in the Kansas City District
and in the Headquarters office in Washington, D.C., including as Assistant Chief
of the Operations and Readiness Division. Mr. Sanders was the first non-engineer
to hold such a position in the modern history of the Corps. He began his federal
career with the Corps in 1973 as a Park Ranger.
Mr. Sanders earned a B.S. in Park Management from Central Missouri State
University and has continued his education with credit toward M.B.A. and
Engineering degrees.
