Mark Mioduski brings fourteen years of Federal budget, policy and legislative experience in both the legislative and executive branches.


Mr. Mioduski served ten years as a senior professional staff member of the Committee on Appropriations in the U.S. House of Representatives. He was the principal advisor to the minority members on the annual appropriation bill for the Subcommittee on Labor, Health and Human Services, and Education. This spending bill, which totals over $350 billion annually, encompasses a broad array of agencies, including the National Institutes of Health, Centers for Disease Control and Prevention, Centers for Medicare and Medicaid Services, Health Resources and Services Administration, Substance Abuse and Mental Health Services Administration, Agency for Healthcare Research and Quality, the Administration for Children and Families, Administration on Aging, Social Security Administration, Corporation for Public Broadcasting, Corporation for National and Community Service, and the Departments of Labor and Education.

 

Mr. Mioduski developed and executed legislative strategies between the Congress and the White House to secure multi-billion dollar increases in program funding each year, and to enact one of the most controversial of the 13 spending bills. He has served Members of both political parties, including four appropriations committee chairmen and the ranking member.


During his tenure on the Committee, Mr. Mioduski also served on the Interior Subcommittee, where he was responsible for the Forest Service, the Fish and Wildlife Service, and the Bureau of Land Management.
He previously served as a senior budget analyst in the Office of the Secretary at the U.S. Department of the Interior, where he was principally responsible for the Bureau of Indian Affairs, and was also a department liaison to the House and Senate Committees on Appropriations and the Office of Management and Budget.
An early career in state and local government included experience in the Arizona House of Representatives, the Arizona League of Cities and Towns, the county health department in Tucson, Arizona, and the Circuit Court of Cook County in Chicago, Illinois.

 

Mr. Mioduski earned a B.A. in political science and an M.P.A. from the University of Arizona. He completed the Presidential Management Internship Program in Washington, D.C., after being selected among the top 200 graduate students in the country in public policy and administration.
