W. David Gwaltney
Vice President
Mr. Gwaltney brings over
thirty-two years of government experience, bringing a long history and unique
knowledge of the congressional appropriations process and the related Executive
Branch agencies.
Mr. Gwaltney served for twenty-seven years as a professional staff member on the
Energy and Water Development Subcommittee of the U.S. Senate Appropriations
Committee. He served on the majority staff during his entire tenure with the
Committee, under both Republican and Democratic leadership.
In his capacity with the Energy and Water Development Subcommittee, Mr. Gwaltney
assisted in managing a broad range of programs totaling over $20 billion
annually. These programs included the water resource development programs of the
U.S. Army Corps of Engineers and the Bureau of Reclamation of the Department of
the Interior; energy research and atomic energy defense activities, including
defense environmental management programs of the Department of Energy;
activities of the Power Marketing Administration; and a number of independent
Federal agencies. As a professional staff member of the Energy and Water
Development Subcommittee, Mr. Gwaltney forged close working relationships with
numerous Members of Congress and their staffs, hundreds of state and local
officials, and representatives from the private sector nationwide developing an
in-depth knowledge and understanding of national water resource policy issues
and complicated scientific research initiatives.
Prior to his tenure on the Appropriations Committee, Mr. Gwaltney served on
active duty with the U.S. Air Force at base and headquarters levels, including a
tour of duty in the Pentagon with Headquarters, Air Force Directorate of Civil
Engineering. While in the Air Force, his primary responsibilities included
budgeting and program management activities.
Mr. Gwaltney is a 1967 graduate of the Virginia Military Institute, earning a B.
S. degree in Civil Engineering.
