Daniel E. Fleming
Vice President
Mr. Fleming’s career reveals an extensive and unique blend of
operational, command, and legislative experience. He comes to
Cornerstone Government Affairs with over twenty-three years’ service
in combat arms and aviation organizations, culminating with five
years in legislative liaison for the Department of the Army.
Immediately before
joining CGA, Mr. Fleming spent over four years with one of the
industry’s leading defense-oriented government relations and
lobbying firms. Prior to that, he was Chief, Army Liaison to the
United States House of Representatives. During these three years on
Capitol Hill, he developed extensive contacts with a broad variety
of Members of Congress and committee and personal staffs. He has
traveled throughout the world with Members and staff of nearly all
committees of the House. Mr. Fleming was positioned to provide
unique insights to the senior civilian and uniformed leaders of the
Department of Defense on an array of key issues affecting the annual
congressional authorization and appropriation cycles. He also
routinely interfaced with embassies, foreign governments, and
industry overseas on issues of congressional interest ranging from
international relations and trade, to counter-drug and environmental
concerns, while conducting fact-finding travel with congressional
delegations.
In his earlier
legislative assignment, Mr. Fleming worked specifically with the
Senate and House Armed Services committees as the Army’s primary
point of contact for the Operations and Maintenance (O&M) account,
which at the time was funded at $39 billion annually.
Mr. Fleming possesses a
strong combat arms background, serving in light, air assault,
mechanized, and heavy divisions in Korea, Europe, and the
continental United States. Within Army aviation, he possesses an
uncommon breadth of operational experience, having served in air
cavalry, assault, attack, and utility units. Qualified in seven U.S.
and foreign military helicopters, Mr. Fleming received his Master
Aviator rating while in command of an AH-64 (Apache) battalion.
Mr. Fleming earned a
B.A. in Government from Ohio University and an M.A. in Management
from Webster University, Missouri. He is a graduate of the Army War
College in Carlisle, Pennsylvania, and a life member of both the
Army Aviation Association of America (AAAA) and the Association of
the United States Army (AUSA).
